Plasma Gun.
Both types would need massive power, so the umbilical cord to the backpack (power source) is needed by both (so that isn't a clue). But, the goggles are more likely to be needed for a plasma discharge than a rail gun. Also, a rail gun has a LOT of recoil (action/reaction), which I see no evidence to control here. Of course, realistically, almost no normal human could hold up something as heavy as this must be even without recoil considered. So anime girls can do things us "normals" can only dream of doing. :^)
Oh, yeah! ..and the magazine might be needed for a plasma weapon as much as a rail, too. Read the "Hammer's Slammers" series by David Drake for examples.

I've been playing video games since Pong was new. I have NOT seen the anime this image is based on (I'm sorry I missed the "railgun" in the title), but I was trying to guess based on this image alone. ..and no, Sci Fi (Science Fiction) is not the same thing as Science Fantasy (what this image is), so not EVERYTHING is possible. It must be consistent with physics as we understand it today. Railguns are REAL science that have certain requirements.
But we're talking about an image made by an artist who doesn't care how realistic his "weapon" is based on current railgun prototypes. Please don't claim you're an expert on what a railgun looks like because you play video games and watch anime. LOL
..and I'm still saying that looks more like a Water Cannon!

not aurguning about the disine of the gun, as you said its a piture that could be any thing, but the girl is a Misaka sister from the Certian magicle Index seiris, a genetic clone of a super powered girl who is code named rail gun, they have inferioir power compaired to he, so cairring a rail gun is the only way to get the kind of fire power the original had.
