All she did was follow him around and faint when he tried to talk to her, aside from when offering him some ointment stuff and cheering him up before his fight with Neji. That was all until her confession with Pain. I don't blame him for not noticing, unless you can't anime stuff, there it's really obvious.

Kishimoto isn't writing a romance, he's writing shonen action. It would be weird if any girl got significant romantic development with the hero in this genre.
Hinata is still best girl for Naruto though. Nobody else gave a shit about him until he was a big hero. Hinata was head-over-heels for him when he was just a newbie genin screwing up henge jutsus. It's not the things he does or the promises he makes that attract her, it's who he is as a person.
