Difference is one just says really funny or weird things in poor Japanese, and the other just talks a million words a minute... while also being square peg, round hole retarded. Anyway, Haruka wins by default. She's riding her gundam-model-repaired Vespa and using a Gibson EB guitar that creates wormholes inside your head. There's no amount of random silliness Excell could pull out to stop her.

the guitar only creates wormholes in your head if your brain is able, somehow i think excel is not compatable. i think it would end in a draw because haruka has survived explosions and excel has the great will of the macrocosim on her side

I fondly recall the story that went with this image. It was printed in the first issue of Anime Insider I bought, in their "Last Man Standing" crossover feature. This issue, of course, was Excel vs Haruko. The story was Excel tasked with taking out a mall Santa for some obscure reason, and Haruko drives in at random, swinging her Gibson. Excel takes a few hits, but then whips out a bag of grenades, pulling the pins and hurling them rapid-fire.... and watching in dismay as the pins bounce harmlessly off Haruko, and the live grenades rest at her own feet....
