Why oh why hasn't Naruto been promoted yet? He's as powerful as most Jounin by now, so why haven't they given him a damned vest already?!

Because the rank isn't only about power, it's about cunning and leadership, responsibility and smarts.
Also, he needs to pass official exams, they can't just promote him because he's powerful.
