How is this a cosplay of Sailor Mars? Sailor Mars' skirt is red, and her bow is purple. Sailor VENUS wears a bow on her head like that, but HER skirt is orange, not blue. The only thing she has in common with Mars is her hair color and length.
If anything, this is just a parody of the Sailor Senshi uniform. Sailor Uranus wears blue and gold (and no red back bow), but no hair bow, as her hair is short.
