Actual age of the character has nothing to do with the loli tag. Rachel has the body of a child and thus has the appearance of a child. So she qualifies for the loli tag. Etna of Disgaea gets the loli tag for the same reason.

Loli isn't an age, it's a body type. Age literally doesn't matter at all; all that matters is how a character appears.

Flandre Scarlet (post #1890674) is nearly 500 years old, but she is considered to be a loli.

Yagami Tama (post #1813092) is nine years old, but she is NOT considered to be a loli.
