If you feel a genuine need to report a moderator's abuse (or what you think is abuse) you can do so by sending a privet message to the administrator.

Just be aware that moderators are given a lot of freedoms users don't have and other mods sometimes catch and correct mistakes by mods. I haven't seen any real abuse of power myself but then I'm not you. Mods usually agree together as to what should be policy.

For other users: Please don't flood the admin's PM. He'll help if he can but he's not your personal army. Since this is a privetly owned site the admin is free to make any call whether you agree or not.

If a quick public discussion on a matter is fine than you can use the IRC or this forum.

Ok, so basically we can't upload an image drawn by any artist that wasn't born an raised in japan even if they draw in the anime/manga style?

Because I got a few favorite pictures drawn by a Filipino artist that drew some great Dragonball Z artwork.

We the staff can choose to give an exception to an image by an non-Japanese artist if we feel the quality is good enough.

And where do we go to start the process of having the exception made? Do we have to post art examples from the artist, or just give a link to the artist's art gallery?

These exceptions are done on an image-by-image basis, not an artist-by-artist basis.

There are a lot of artists whose artwork has mostly been exceptional and on-topic...but a few of their works are either lower-quality, or don't fit with Gelbooru's theme, and are still not given exception.

Likewise, there are a number of artists whose artwork just generally sucks. Almost all of the artwork by these artists gets deleted...except for one or two works that actually meet our quality standards and are allowed on the site.

In other words, each individual image must be approved separately.

So, there are three things you can do:

1. Just upload the image anyway, and hope that we accept it. After all, while we do have quality standards that posts must meet, these standards aren't too incredibly high. However, this requires that you use your own judgement on what is high or low quality. If this ends up conflicting with ours, you will be asked to stop.

2. Ask a moderator about every image. While this is the best method to make absolutely certain that your post isn't going to be deleted, or at least that you won't be banned for it, we don't really have the manpower to approve dozens of images per day like this.

3. Hang around for a bit and get a sense of what our quality standards actually are. While you're sticking around, you can also learn more about all of our other policies as well, and it gives you a much bigger voice when decisions on changes in these policies come up. Of course, this still leaves it up to your own judgement, but you can base your judgement on prior examples of images we have kept or deleted in the past, which is far better than guessing.

Flag the smaller one for deletion; one of us will get to it eventually. And by "eventually", I mean "probably by the end of the day."
