do gifs also count as screencaps if they contain a part of an anime or smth (like this gelbooru.com/index.php?page=post&s=view&id=2238497)?

Generally this means that animated GIFs are exempt from the rule, though they will still be removed if they are low quality or pointless.

Multiple screencaps that have been stitched together to display a camera pan are also exempt for the same reason.

We will always keep the highest-quality, newest version regardless of any other factors. Quality and time are literally the only factors that go into determining which version to keep. Score does not play into this at all.

The lowest-scored version happens to have been uploaded first, so it's the one we will keep.

Why this image before and after uploaded is different?

and when 'save as..' it appear as original (before).

It's not the exact same image, it's a sample image of what you uploaded. (Due to it's large size)

To see the exact image you uploaded; click "original image" or go to My account/options and click the "resize images" box.

Edit: It may be a weird PNG effect.

Danbooru and Gelbooru used to have a tag for images that do things like this. Sometimes the things are even browser specific. Usually only working on Internet Explorer.

This one seems to work on all of them. Its a fun thing. I guess in this case its a resolution thing.

If it's very noticeable that the image has been upscaled, then yes.

If it's because the image has been downscaled, no, unless the full-size version is already on the site.

2. Should I flag images with even the minimal jpeg artefacts?

Only if the JPEG artifacts are very clearly visible.
