What's happening is he is seeing every detail in his field of view because of Sharingan. The reason he moves his eyes like that is because he is seeing multiple options for attack and is choosing the best one all in a split second.

That is some seriously nice animation there.

I was disappointed to find out that the rest of that fight scene doesn't hold up quite as well, as I was hoping for some of that Wakabayashi magic. (Animator of, among others, Naruto EP 133 - Sasuke vs. Naruto - and, well, the Looney Tunes episode.)
