Not. They're very normal. In anime you rarely see lips, especially in male characters, just a line there, maybe something more to suggest a mouth XD. When it comes to women you usually see some red/pink thrown in there or whatever, sometimes actual lips. That is why they might seem big to you, you're just not used to them :)). That or, idk what type of lips you've seen but they're absolutely normal.
