Flat chest doesn't mean loli and loli doesn't mean flat chest. Age, size and breast size can all be factors that are utterly independent of each other.

A loli is a loli. You have to look at the characters as a normal member of society who has never seen the character before. Lolis can be thousands of years old, or in the single digits. You can always tell a loli visually. ALWAYS. This is a pseudo loli if anything.
