^ Skirts are literally a ring of fabric. There's a hole under them large enough for your legs. It's not like shitting with your pants still on.

Depending on the cut of a skirt (ie, if it's not a tight pencil skirt), you can just lift it up around your waist to use the toilet, instead of letting it lay/drag on the filthy floor. If you lift the whole thing, it won't even be in the way.

It doesn't -quite- look like she's doing that here because nobody bothered to draw folds in the skirt other than the pleats, but if you look, her panties ARE down.

Also, dresses are the same concept (a ring of fabric with an open bottom), but with a top piece. Did you think women took their entire dress off to piss? That's really impractical and dirty...

Artist has never used a public toilet in Japan. Japan toilet stall walls and doors go all the way to the floor. This is because the normal Japan toilet is a squat toilet. If there was space to look under, everyone would see you using it. Even the sit toilets get the same doors.

The doors don't always go down to the floor, and squat toilets are not as common as they used to be (still used, just not as common).

I know about their public restrooms too...because I've actually used them.
