All we really need is a scanner that can isolate and penetrate clothing particles.
Register and scan skin.
Then somehow visualize the scan in a viewable picture or video format.
The laws of physics are obstacles yes, but we could overcome it.

TL;DR: Use an x-ray from the (not distant) future.

Those airport scanner things seem pretty close to what you're describing, minus the part where they actually make it look like a naked person.

Cloths are not perfectly opaque, so all we need is filter the light reflected from the cloth away from the picture and keep light reflected from the body underneath.
