So, for anyone who wants to know the context, the story so far: in a society where "lewedness" is repressed to the point where there's no Sex Ed courses, the main heroine (The girl who walked in on them here) is a "terrorist" on a crusade to inspire sexual liberation, dragging the protagonist ("Okuma-kun") along with her.
As part of her plan, she wants the artist (Shorty hiding in the closet) to draw porn, but she can't do that without seeing someone do the deed live. Because this isn't a straight up porno, the heroine's plan is to have the hero get taken advantage of by his stalker while shorty watches.
Said stalker, as it turns out, is the student council president, who is the daughter of two of the main politicians campaigning for even stricter "Public Moral" laws, and is crushed on by both the hero AND shorty (Who so far appears to be a super-duper lesbian). The reason she's got a bee in her bonnet about the hero is because he was accidentally her first kiss in the previous episode, and as you might expect of a teenager literally raised by the people behind the puritanical laws that shaped the setting, she's incapable of processing or expressing the feelings this created in a rational, healthy, legal manner.
So TL;DR This scene is arguing that proper Sex Ed is really fucking important.
