First about the weather.

The thing is, experiments with weather are somewhat loathed in Gensokyo.
Once upon a time, some girl fogged everything up around here, on a whim - and got what was coming to her. You'd think she's had enough time to mature. Time to wise up after half a thousand years.
Another one fell from somewhere up above and started to shake her... Well, shake the earth - and got what was coming to her. She got beaten up by pretty much everyone (sometimes, I think she even likes it). I didn't participate that time. It's not like the cause was lacking volunteers.
And we've had another one, this time from below... It's a long story, but the ending is a little bit too predictable.
So yeah, long story short, it's best to not mess around with our weather. I, of course, haven't got a thing to worry about, but still don't want to provoke the notoriously rowdy types. And besides, I've got things to take care of.
Regarding the second question...
Don't think I'm just a fire mage! True flames are used only on special occasions. Usually, I get by just fine, even without them.
And besides, bamboo grows very, very quickly. Sprouting beautifully among the fresh corpses... Geez, I should refrain from socializing with that fallen cat.

You're good with flames. How about trying reverse meteorology (weather manipulation)? It's not the easiest thing to do. Heating up the atmosphere in various places. But if you try hard enough, you could even flood Eientei...
