That depends on how you look at it. They can get a power boost with a Heart (or something else) Hybrid, and the way the hybrids work is the guy (Kizuna) or person capable of doing it, caresses them all over their body and such. So if they wore a bunch of clothes then they wouldn't be stimulated as much, thereby limiting their power boost.

This isn't addressed in the show, in fact it's implied that this hybrid thing is new and their clothes were just made that way, like how a soldier's uniform is designed: it just is.

Can't it ever be just because that's how the woman wants to dress? Cosplay at conventions is pretty much proof not every lady is a prude or shy about their body.
