Hi there-!
The first season of Darker than Black was pretty good to me, but i don't know if it's really really what you're looking for.
Black Lagoon is gold (even if it's kinda femdom-ish).
For crime stuff and awesome characters i suggest you Monster but i've read the manga only.
Maybe Ergo Proxy can suit your tastes.. and i bet that you already know about Death Note.
Then i feel like i should suggest you XxxHolic but i fear to go out of your line.
You didn't mention supernatural but i hope that it won't bother you and that you'll enjoy some of these series even if they can't beat Boku no Pico. *add an important lol here*

MyAnimeList once recommended me Boku no Pico as a "similar series" to Toradora.
Anyways, Psycho Pass could fit a bunch of your criteria, though one could consider it somewhat pretentious. Less than Ergo Proxy, in any case.

Monster - Japanese doctor saves the life of a serial killer, and regrets it. One of the best, longest series that I have watched. Highest recommendation.
