It is set in the all girls high school Seioh Private High school, which is plagued with low morale. Inamori Mika is the only member of the student council, but she's too shy to be an effective leader and is unable to get more students to join the council. Things change when the extremely energetic Amamiya Manami, also known as Manabi, transfers into the school. Despite being a newcomer, she has a lot of school spirit and her infectious enthusiasm quickly propels her into the position of student council president. Manami wishes to create a spectacular school festival and reinvigorate Seioh's school spirit. Manabi teams up with Mika to recruit members into the council and make her dream into reality. The series is notable for its distinct art style; characters have gradient hair and are drawn with roundish faces making them look youthful.
