Like it says in the deletion reason, those posts are off-topic. Gelbooru is a Japanese-themed site. Anything not drawn by a Japanese artist must be based on a Japanese coyright.

So, for example, all the images of, Zquung, Magnumimpulse, Andava and Ponpu (pumpkinsinclair) couldn't be posted on this site since they aren't from Japanese artists?

If those artists draw art based on a Japanese copyright, then they can be uploaded. Otherwise, no.
For example, all of the posts we have from Zquung are based on Dragon Ball, which is a Japanese copyright, so they're fine.

Japanese artist doesn't know Japanese. I was on the fence about the art style so I restored them.

Not asking anything to be restored just a question. There are images that I have uploaded and are removed legitimately recently but they have already been removed and was restored months ago without me even asking them to be restored. Do other mods get to decide independently what gets restored?

Yes. Mods can chose to restore something at any time. Also, an accident/issue whatever happened several months ago that restored several hundreds or thousands of posts that we didn't mean to and I am still working to re-delete many of those.
