I've wondered that as well. She's in the top 3 female characters of the series, at least in my book. Tsunade, Sakura, and Temari. No particular order.

I assume most people hate her, not because of her looks (She is cute) but because of her personality. She is constantly shown to be two-faced throughout the manga. One moment she hates Naruto and loves Sasuke, and the next she loves(?) Naruto and... uh... loves Sasuke. She can never make up her mind.

It's like that cute girl you like who, after you ask her out, acts more affectionate toward you but never really gives you that "yes" answer. All while pining for another dude.
