Actually, the censor is used to give kids a different idea of what a vagina is, so that they'll always pursue one with a nice black bar on it, shunning regular, uncensored vaginae. Its sadly effective in Japan, and is why they have a high suicide rate.

The censor is there strictly for legal reasons.
I have explained this on a dozen images, so here is the tl;dr.

Its is a legal requirement if they want to sell it, so they make as ineffective a censor as possible to allow for sale as well as enjoyment.
