No, they mean the hammer, from this angle, should be at least partially visible.
The top of the gun where the sights are is also just a bit chunkier than they are in-game, along with a few other things that aren't exactly 1-1. But the shape is sorta close enough to get across the fact that it's the Broken Butterfly.
Also, funny that the tags have the single action army when it's not really based on that, but rather it's a sort of hybrid of several revolvers from the 1800's, including another slightly more correctly tagged gun the S&W Model 3, which is where the gun in-game got it's barrel and much beloved break action reloading animations from, the Colt Model 1860, which was actually what the Single Action Army succeeded and where most of the rest of the frame is based on, albeit modified a bit to account for the break mechanisms, and the Colt Model 1877, which kinda looks like the SAA but not quite since it's a little bit smaller and is also double action rather than single and it's where the little ridge on above the grip is from. The last one is probably where the confusion stems from.
