"Seifuku" just means uniform in general. "Serafuku" specifically means a sailor uniform.

So seifuku would sooner be aliased to school_uniform than vice vursa.
Though that probably still wouldn't work if Western uniforms are taken into account. (Nevermind the fact that the serafuku design was made with the British Naval uniform in mind)

Would mass-removing "loli rating:safe" be worth the images that warrant the loli tag that I'll inadvertently be removing?

Nah... mass removing loli rating:safe probably won't cause too much trouble. Especially if you replace it with the more proper tags "child" or "young". We can probably fix any mis-rated images in time afterwards I guess. I didn't know you could mass remove tag combos.

Well if you're still doing it manually. You probably won't have to worry about mis-tagging a safe image. If you come across an image where loli tag shouldn't be removed... I'd like to think you'd notice.

I'm doing a review of what I can find. I'm only scanning thumbnails now so I won't find everything but I'm making good progress despite the bot-blocker.
Not sure about:

104 changed to questionable for "nudes, exposed nipples or pubic hair, cameltoe, or any sort of sexually suggestive pose."
0 changed to explicit "where the vagina or penis are exposed and easily visible. This includes depictions of sex, masturbation, or any sort of penetration."
Current status: 100% done.
