He was talking about very specific tags, not tags in general, that much should be obvious for anyone who is a native or fluent English speaker.
Where do you see him talking about "very specific examples"? He says it straight up, that should be obvious for anyone that understands basic english
Do you know what context is? He was replying to someone talking about a specific artist tag.

Danbooru still uses miyano_yashizaku and we import their tags so it would need to change there first.
Another example of strictly using tag straight from danbooru
"strictly" where does he say "strictly"? There is nothing on this website that says that the only tags that can be used are whatever Danbooru has.
He just says "we import their tags" which means that when pics get imported from danbooru, which they often are, their tags usually are too. There is nothing to suggest that those are the only tags allowed.

So if Danbooru has a pic of a character with green eyes, that isn't tagged "green_eyes" then that same pic shoudn't be tagged "green_eyes" here? That's basically what you're saying if I'm following your weird, circular-ass logic correctly.
I shouldn't have to point out how nonsensical that is.
