I do not wholly know how the system works and it may be for all I know that they already have access if they know how. Likely staff only I guess but I don't feel like logging off-on to check. Even so, gardeners would need to edit the posts one-at-a-time as they do not have access to the mass-tagging tool.
That said; The tag search doesn't have an adequate search-by-type function so we can look for all of the deprecated tags. Even if it did there may be thousands. Search results only go up to 20,000 so I don't know how many tags are in the database. We also cannot search for only general tags with fewer than x-number of posts. If it were that easy we may have had a script by now that can do it. All this may require some back-end work to make it happen and so a Trac may need to be submitted requesting specifically what is needed.
In the meantime; If you want you can give me a list of the top 20-or-so most annoying tags-that-need-to-go and I will remove them. If I feel like it this can even be a weekly task. I will only remove deprecated tags, tags that do not show any search results, tags that are not allowed by our tagging guidelines, or general tags with fewer than 30 results that should probably be a pool if not a new thing that just popped up.
