You know, I look at the old Steel Angel Kurumi and Category: Freaks (no Category: Freaks art here, huh?), and whenever there's a full frontal nude loli, I can see her nipples clearly. Yes, there was a scene in Category: Freaks with a Tewi-like girl running away during a bath. However, when I read Dance in the Vampire Bund, except for the first couple volumes, whenever you see loli Mina, they don't show her nipples but do in her adult form. Of course, this is not counting Tamaki's unofficial Vampire Bund works (which I would really like to read; apparently, there's a new one called No Different Flesh, if anyone can find that). Damn it, new laws and/or policies probably coming from UNICEF Japan! Also, this is more about ecchi, not hentai, because in hentai, during the rare instances where there is a nude loli, you can see everything, so you'll get no complaints from me about that. Same reasoning goes for not seeing genitalia as even in hentai, the genitalia are censored, but that's a digression.

I believe you can find Category: Freaks on Manga Here, but I don't think they have all the volumes, and the ones that they do have are not sectioned by volume or chapter. In other words, they have all the ones that they do in ONE BIG "volume", which might also cause slow loading.

I swear to god, about a decade ago they showed topless, nipples for all to see Chibi Usa in SuperS on Cartoon Network here in the US.

Then what about the first 2 volumes and his unofficial works? Also, all the loli nipples in the "corner panels", in other words, the panels on the corners of the pages, are on. It seems like Tamaki drew all loli images with nipples, and then some (Japanese) editor removed them but missed the smaller ones on the page edges. Furthermore, you and Lu_Aza seem to be contradicting each other. Finally, there is that one scene in Steel Angel Kurumi (manga-only exclusive, don't bother trying to find it in the anime), where our resident flat_chest loli Karinka is poking small_breasts of another loli Angel (manga-only character) because of bust comparison.

Update bump: In episode 11 of QBR, when copy-Ymir (who we later find out is Melona) is changing into her armor, she gets naked (as is the tradition of changing). However, the armor spikes conveniently cover her nipples. If it were any other anime, that would be fine, but given that it's QB, where such convenient censoring is unforgivable.
