Whenever I try to revert edits on a post that someone has vandalized, it doesn't revert back at all.

Only moderators can revert posts. Normal users will have to manually change the tags to the way they were before.
This is due to the way that reverting works. It actually hides all of the history entries from after the point where it was reverted to, which could cause some problems.
