Feminism.
Factually this ^
The largest and most vocal group of people who claim that most/all sexual crimes are committed by men, are (self-claimed) Feminists. The idea that women never/can't commit sexual crimes can also be contributed to Feminism. This is supported not only by literature, media, posts, and statements made by feminist leaders and supporters, but also shown by many numerous recorded Criminal Trials and court cases involving sexual crimes.
In which feminists defend female sexual predators by claiming the crimes to be harmless or that no crime actually occurred, based solely around the fact that the perpetrator was female. Due to which, she could not have committed the crime because women don't like sex and don't have the "mental or moral capacity to commit rape." Also, the wording of law regarding Rape and Sexual Assault claim that penetration must occur. These laws are slanted in a way that implies that only men can rape, and that women physically cannot. Further promoting the idea that women never/can't commit sexual crimes, and that if they ever did it wouldn't be "as bad" because they are claimed to not have the means to cause 'Real' harm that comes from forceful penetration.
And also in cases where males are accused of sexual crimes or are victims of a sexual crime by a female perpetrator.
In both instances, feminist supporters claim that males are all highly sexual to the extreme and obsessed with sex, and use this to argue that men accused of a sexual crimes are surely guilty (regardless of lack of evidence or proof), and that men/boys who claim to be sexually assaulted by women could not have been because all males love sex no matter what and therefore must have "liked it" (or that They were the ones who actually assaulted the women), meaning that no crime was actually committed, making it a misunderstanding or false accusation.
Because Feminism is claimed and asserts to be nearly one-and-the-same as Female Rights itself, Feminism is commonly assumed to be good and right due to this association. Also, anyone who disagrees with or any ideas against feminists are all seen as "sexism". This has led much of Feminist ideology and their claims to be accepted as true by the majority of people, which has led to the many widespread cultural stereotypes demonizing men and glorifying women. If you look back on recent decades, many of these stereotypes had much less support or didn't exist at all, and there is some correlation between the rise in popularity of feminism with the increased popularity of these gender-based stereotypes.
