I don't understand the reason these were deleted? They both featured Japanese characters and they don't seem to be breaking any rules. The only reason given was that they were "poor" and I am not quite sure what that means.

It means they're of poor quality. It's rubbish art. Not very good. Not up to quality standards.
I could do that in MS paint with enough time and effort.
