I want to live in the alternate reality where M rated (or whatever CERO equivalent is) japanese games could show nipples like 2000 - 2016 american games could. Especially considering that the manga and anime industry (more manga than anime nowadays, mind you) can get away with that privilege.

Recently i've been playing the OG God Of War trilogy, it made me wish that japanese games could get away with what those games got away with.

But again... i bet that the west (USA) would still be there to ruin everything in a censor happy, hypocritical tirade and ask japanese studios to censor their games if they want to be sold there, despite western games being able to show nipples too.

Hmmmmm, now this is quite the interesting hypothetical. Anime in general is way hornier than PG and TV-14 rated western cartoons, so I am almost certain if the gaming department was allowed more leniency, then there would've been a lot more nudity in their games.

A lot of ecchi anime, especially in the glorious golden age of the early 2010's, were basically softcore pornography without genitals or penetration, so I'm willing to bet gaming would've done the same had it not been for the rating standards being handled much more strictly than what anime released on blu-ray's allowed.

And that would've really lent to interesting censorship debacle, especially in the 2010's in the aftermath of gamergate. Since localized Japanese games were already being censored since the beginning, such as pantyshots and breast bouncing, the censorship of full frontal nudity would've been a guarantee. The desire to play uncensored versions would've been much, MUCH, stronger than it is in our current reality, and for the 90's and the 2000's, actual in-game nudity would've made for some killer urban legends.

The question is, which beloved franchises would then feature nudity? And how many random, possibly shovelware, ecchi games would've been cranked out just to provide naked titty fanservice?

I feel one example would be Metal Gear Solid because they already had (censored) nudity and sexual hijinks. I could see one of the female characters getting fully naked uncensored, or MGS2 raiden with his dick and balls flopping around.

I think the limit would be genitals, japanese laws don't allow showing genitals, not even in anime and manga, heck, even western games aren't allowed to show genitals (i think).

About beloved franchises showing nudity, i guess some Resident Evil games might feature some gratuitious breast shots like b type horror movies do. Devil may cry perhaps in some scenes (Nevan in 3 and Lady and Trish in 5). But maybe the main outlier would be Bayonetta (Do i even need to explain?)
