Was just wondering why it isnt a rule to tag the anime/manga and characters in a image. Im kinda guilty of missing a few characters i wont lie

I don't think it's a rule because it's pretty obvious that you're supposed to tag as many identifiable characters as you can, lol.
The exceptions where it's normal to not tag them are characters who are:
-well hidden in the background
-too small to see
-original characters who aren't popular enough
-original characters who don't have a name.
-part of a piece where there's way too many characters to keep track of
