Surge is definitely skinny. But he's not wiry. He was a muscled military dog. and speaking of dogs...I just confirmed anon2's point. Not even in the manga does surge use a jolteon. Had a sick as hell Electabuzz though...

i was thinking the same damn thing. People need to remember that Lt. Surge is basically St. Guile and he could get up off those side lines at any time and sonic boom your entire team into oblivion at any time.

I don't think you can exactly say that Surge is skinny, but he's more muscular than what he is in the picture.
