The VSS is actually both a sniper rifle and an assault rifle. It's used more as a scout rifle than a sniper rifle due to the round being heavy and sub-sonic. It looses velocity too quickly to be effective as an actual sniper rifle. It's only effective out to a little over 100 yards.

Not just Clear Sky. The Vintorez is also easy to find and get ammo for in the Oblivion Lost mod for Shadow of Chernobyl. It's lying on the ground in 100% condition in one of the barracks in the Freedom base, and the bartender sells all three ammo types for it.

A Vintorez plus a regular Groza is the best endgame combo in Oblivion Lost. They take the same ammo, it's easy to buy and find, it's lightweight, and does as much damage as NATO or 5.65mm rifle ammo. The Vintorez is great for the portal-area sniping, and the Groza is great for everything else.
