MILF, in spite of the literal meaning, has come to mean an age range of women. Though, the size of breasts and hips change after child birth, usually, and that is reflected in the meaning usually.

Assuming MILF is to be taken literally here on gelbooru, that makes it a very narrowly defined tag (neither good nor bad, just noting).

On the other hand, very few people I know call a nineteen year old mother of a newborn a MILF. MILF is more commonly used to refer to women in the soccer mom age range and a tad older, often without regard to actual motherhood.
