(Japanese grammar means this question has the subject (ore=me) and who that subject is doing a thing to/for (anta=you) but it trails off before the action with nanka, which is essentially "um" or "something like that". But we know the action is sucking his dick lol)

Not quite - 'nanka' in this context simply pours scorn on the word it follows (it's basically 'nado' here, as in 'the likes of'). If the sentence were complete, it would be: "Why am I sucking your fucking dick?" (^w^)
