Nah. More like he took out Remilia easily, but then encountered Flan and noticed how despite her power, she didn't want to hurt anyone and decided to let her take out all her frustration -at maybe having accidentally killed another puppy- on him.
All this without even mentioning that anyone who believes clothing damage has anything to do with character damage, simply has never read/watched Dragonball, or just doesn't remember shit about it.

Goku's clothing tends to get damaged either early, or midway through the fight. This is mostly when Goku is not actually serious.

Anon3... Not everyone who gives his opinion on a "battle's" outcome does so because of bias. Im not even a big DBZ fan (just the casual type) and even like Touhou even more.
But making yourself blind to the facts isn't thr way either, which is why I won't blame you of being a Touhou fanboy even though I disagree with you.
Shenlong can erase people from existence and bring them back as easily. He can also turn mortals into immortals and fuck with reality itself just as easily as most Touhou characters. What happened when Oolong asked if he could get rid of the Saiyans before they arrived on Earth though? He flat-out said its impossible to do that to people stronger than him or his master.
That's a rule of thumb in DBZ.
No matter how OP your "special ability" is, so long as your opponent's power levels is higher, it won't affect him/her. Changing fate, destroying the "eye", etc. None of the works on someone whose "raw power" surpasses theirs. And that is the case with DBZ characters.
