most badazz bad guy organization in cartoon history. takes at least 2 kages to beat even one member. And basically 3 sages and a tailed beast to even beat Pein *cough*Naruto needed 3 Sage clones for Pein+8 tails to escape Chibaku Tensei!*cough*

Hidan was taken down by Shikamaru, Itachi was taken down by Sasuke, Deidara commited suicide after almost getting beat up by Sasuke, and before that he got raped by Naruto, Sasori was taken down by Sakura and Suna's elder, Kisame got got beaten by Gai and commited suicide, before that he fled from Bee and the Raikage, Konan was taken down by Tobi, the six ways of Pain was taken down by Naruto and the memories of Minato, Kakuzu had multiple lives, but was taken down by a horde of people, Zetsu, a creation of Tobi, is just weird and cannot be considered strong, then we got Tobi, who's getting his ass whipped by Naruto in the future. Saying this group is insanely strong, and that it takes X amount of Kages to beat them, is an overstatement.

But anon 5, Akatsuki IS insanely strong, Anon 4 has a point. Hidan was only taken down by Shikimaru after he had time to set up that huge and elaborate trap. No way Shikimaru could take him by himself. Hidan got the best of 3 jonin before he killed Asuma. Deidara would've killed ANYbody else with those microbombs, ONLY a lightning user or sharingan/byakugan/rinnegan user could've seen those microbombs which would've imploded Sasuke if he wasn't a lightning user and had sharingan. Naruto still needed some 9 tails power to even keep up with Deidara. And Deidara did technically beat a kage by himself (Gaara) and we all know Deidara isn't the strongest. It took Guy 7 gates to FINALLY beat Kisame meaning Kisame was strong enough where you dang near needed all 8 gates to win. Yeah Kishimoto was messed up for the Konan thing, but it's safe to say she was probably the strongest female on the entire show besides Kaguya..Kakazu got tag teamed by Naruto, Ino, Choji and Kakashi and only died by a S-ranked (technically kage ranked jutsu since rasen shuriken surpassed what 4th was trying to make) jutsu. Yeah Zetsu is a weirdo, like you said he doesn't count. And it took the best, nearly the original puppet master along with probably the smartest medic with Tsunade (a hokage) like strength to take down Sasori. He did beat the 2nd Kazekage to make him into a puppet so yeah it does at least take a kage and maybe some chunin that are technically jonin level and strength to beat one single Akatsuki member. And even Tsunade said only a sage could beat Pain, so I doubt the kage could've even beat him. So yeah, it's not reeeeally an understatement to say they are insanely strong. Akatsuki ftw! Best bad guy organization in a while!
