She is a fellpool/catgirl but does not exist in the star ocean games, anime or manga. Unless its possibly Leon's mother, who appears a few times in the manga.

Her name is Shina Swallowmane. A character from the Star Ocean: The Second Story drama CD. Her sword is actually a demon named Blurtgang, who has a symbiotic relationship with Shina, but also a mind of his own. Shina's also a Highlander, not a Fellpool.
