I don't see how anyone could argue with that. She had "one billion explosive tags" waiting to blow, ready to unleash at any given time. It took the main villain's secret ability to "rewrite fucking reality" to beat her.
Let me repeat that for all of you. Konan, the blue haired lady right there, the Kunoichi who can turn into and control paper, had "one billion pieces of paper that explode with the force of a stick of dynamite as her trump card."
She made a damn ten minute long continuous explosion! Explosions usually last a fraction of a second, she made a ten minute long one! She threw the main bad guy into a "TEN MOTHER FUCKING MINUTE LONG EXPLOSION". I can not emphasize that enough here! That bastard lived through it though. . .
Izanagi. . ."Reality is my Bitch Jutsu". . .fucking Sharingan-hax is what it was. . .bastard.

Really, is there an actual chart somewhere for that or. . .what? I was under the assumption that Naruto was the most popular given the sheer size of the community, all of the games, the references in pop culture and all of that stuff. Can you link the chart or something?

Sakura had her hands full healing the injured at the hospital
Ino was with her father and Ibiki at the intelligence division building.
Hinata didn't appear in the chaos of the invasion until Pain used the full-scale Shinra Tensei on Konoha. Kiba, Shino, Ino and Chouji went to their parents for help while as Hinata only had her bodyguard Ko with her as her father and sister was away from the village (presumably on a mission together).
