Yeah, he call that decent, I'm sorry, but Naruto and Sasuke can do better, much better. Not that I complimented any of them for doing explosion.
And frankly, nah, Sakura was useless in this war, you've seen how much she was not here. It was a useless power-up.

Sakura was useless in the war my ass! She was a fucking great medic getting the injured Ninja back out there and was the one who discovered the Zetsu clones in her camp with classy ass counter espionage. For a three day war that's pretty impressive compared to like the. . .what was it? Five thousand ninja who died? Plus, this surprise Power Up totally makes sense compared to most of the other ones.
You have to remember this wasn't pulled out of nowhere and this isn't something she can call upon any time she wants. This is a one use every several months or years at a time technique. One frequently used by Tsunade who literally has that, the advanced that, the super strength, the summoning and the medical techniques. She taught her the Strength and the Medical Jutsu, it would be weird as hell if she "didn't" teach her anything else.
What you all fail to realize is that the plot hole here is that she said she was building up chakra for "3 years". . .wut? If that's true then she would have been taught this super complicated ass Jutsu over the course of her first year with Tsunade. That is something pretty heavy to trust your student with right off the bat.

Sakura was useless in the war my ass! It was sooo expected that Sakura would have eventually learned this. Kishi was pushing the neo-Sannin thing really hard, it would have been weirder if Sakura NEVER got this power-up.
Remember that she had perfect chakra control when she was just a genin. She could climb the trees on her first try whereas Naruto and Sasuke failed miserably through many attempts. Kishi never focused or hyped her as much as Naruto and Sasuke, but he did consistently foreshadow that she was similar to Tsunade and her perfect chakra control so the fact she gets this power-up was expected but long overdue.
I'm guessing Kishi wanted to bring this power-up out when both Sasuke and Naruto were around so he could fulfill her goal of making them watch her do something amazing instead of the other way around... which she did accomplish.
