not that hard to figure out really, its just a simple ploy of bait and switch. show preveiws of something you know thats going to happen in HQ to bring in people then for the real thing give them LQ. or could have been bad decisions in production financing.

Actually neither anon. What for you seems bad quality or ugly animation for them is artistic and reminiscent of the old styles. Also the artists doing animations rotate a lot on naruto. You're watching this through the prism of non japanese eyes.
