This is from Gunsmith Cats (3 OVAs from 1995) This scene is from the first OVA. Nice series, lots of action.

The OVA is excellent, but I recommend picking up the manga. You can now get it in four omnibus editions. It's a series that should be on everybody's shelf, I think.
