I cannot tell you how many times I've seen characters given the wrong eye color, had pieces of clothing that are sometimes major focal areas colored inaccurately, and so on. I think it might have to do with some fanartists not being as meticulous as others.

I, for example, will often cross-reference 5+ pieces of official art, screencaps, etc. when drawing and coloring a piece of fanart I've drawn. Other artists aren't as bothered by inaccuracies as I am, so they'll just draw of color things from memory.

Or, they intentionally change things to suit their own tastes.

Of course, not a single one of these things has anything to do with being Japanese.
