You guys are misunderstanding, in his day there was only 150 in all, he and his family made up 10 of them alone, and there was not reviving pokemon from fossils are there was no fossils.

Theory time: The Pokemon series is going in reverse chronological order. This is why the newer generations have Pokemon from older time periods such as Genesect, originally from an age 300,000,000 years ago, and Snivy, a snake with arms and legs.

As time goes on they die out and all that's left is the fittest: Mewtwo, who was created to be a perfect form, is the last of the first.
