It's a joke based on what's currently in game. If you do somehow manage to get an angle on the female character and get an upskirt, her legs go black just above the bottom of the skirt. Kind of looks like bike shorts.

Somehow? Skate in pretty much any side view area while wearing a skirt. Or use the move fly.
