Is this really Kotori? she kinda looks like a different character to me, Even though it's Tsunako's designs.

it isnt kotori at all. its tsunako's human panda charater. she appeared in hyperdimension neptunia V in both forms.

this character's name is somewhere along the lines of 'tsukiko' or something... not sure so id like to fact check before editing the tags. the panda also has a name so... yeah can someone conform both?

Yup you're right it's definitely the npc in Victory I think you're also right about her name so it's not kotori from DAL.
