I believe the comment scoring feature is to be a reflection of the opinions of other people without them needing to directly respond to something they agree or disagree with. This is just another method of submitting your opinion, where clearly #1486527 is supporting an opinion that has so far, been of a minority in relation to the themes of this particular image. It is not that (s)he is unable to express indifference, it is simply that more people do not share a similar viewpoint. Shame on them for disagreeing so much as to "downvote" the comment.
