Rain isn't really in this this is just a character in their universe cosplaying as Rain. It during an episode where its at a festival and many no name characters are cosplaying known gundam characters. During the episode even La La Sune and Char cosplay show up.

G Gundam didn't have much fanservice?! Were we watching the same anime? It was nothing but fan service. Fan service is not just boobs. The whole premise of the show is to sell more toys.
