While Elsa indeed is a queen, she is nonetheless part of the princess franchise and while Anna is the 12th Disney princess, Elsa is the 13th, both being officially recognised as such, introduction and all.

Unfortunately, neither Elsa nor Anna are going to be part of the lineup, as "Frozen" became a smash hit that it started to become a franchise of its own.

Eh, screw what Disney thinks, I still call Anna and Elsa Disney Princesses. :D
