Isn't it weird that Xemnas didn't have a keyblade but Ansem (heartless) did? Also because their original (Xehanort) had a keyblade, should've his counters have it? Like Sora to Roxas.

As far as I can tell, Roxas got his keyblade because he had half of Sora's heart in him. Xemnas is an empty shell with fractured memories of Xehanort and Terra. Also, while Ansem had A keyblade, it wasn't Xehanort's Keyblade.
